Setting:
The Hunger Games takes place in a post-apocalyptic version of the former North America, now called Panem. Panem is divided into 13 Districts and a Capitol, where the richest and most influential live, including the president. The 13 districts each have their own particular job to do that helps to benefit Panem as a whole.

A little more than 74 years prior to The Hunger Games, a rebellion brewed between the districts and the Capitol. District 13 was the leader in this fight, and they also had the use of nuclear weaponry, as that had been their district’s job to do. President Snow, fearing that the whole of humanity would be destroyed, came to an agreement with the district. They could continue to live underground as long as they didn’t interfere with the other districts anymore. an agreement was struck, the people went underground, and for a good measure, snow bombed the area to make it look like the whole of the district had been destroyed whole.

After this little skirmish, Snow took extra measures. He was not going to allow another uprising to occur. That was when he established the Hunger Games. Each district would select two of its children - a boy and a girl - to send into an arena where they would be forced to kill the others for the chance to survive. The victor was then nationally celebrated, elevated in status and taken care of for the rest of their lives. They would also have to help train the tributes for the following year.

74 years later, enter one Katniss Everdeen, who enters the Hunger Games after volunteering to take her sister’s place. With that one act, she begins to ignite the flame of rebellion throughout Panem. Without her knowledge, of course. She forces the gamemakers to declare both her and her fellow District 12 tribute as joint winners by nearly committing suicide. With this act, President Snow begins to take action. Not just against her, but against the brewing rebellion as a whole.

A year later, during the Quarter Quell Game, where former tributes are sent back into the arena again, Katniss forms alliances with the people who are in the rebellion, including Finnick Odair and Johanna Mason. They attempt an escape from the horrifying arena, but both Johanna and Peeta are left behind while Beetee, Katniss, and Finnick are rescued. They are taken to District 13, where they learn that the district was not destroyed and thanks to Katniss, a war is taking place between them and the Capitol once again.

After a long campaign, they finally make an assault on the Capitol, where people are bombed and Snow is captured. During his execution, Katniss actually kills the leader of the rebellion, President Coin, instead.

Panem is basically everyone’s worst nightmare, where the rich are idiotic and cruel, and the poor are abused over and over again. Also lots of children die all the time.

Personality:
At first glance, Finnick is an incredibly good looking, charming young man. He's smarmy. He enjoys flirting and puts his sexuality out there. He knows exactly what to say to a woman and how to say it. He has no problem with being flirtatious and confusing people around him. He has no sense of personal boundaries and is frequently inappropriate with people at all times, partly because he enjoys it and partly because he really doesn’t know any better. But upon a further glance—or at least, once you get to know the real Finnick—it becomes obvious that this is all a ploy. It's a perception that he's been forced to adopt. It began when he was first a Tribute in the Hunger Games, and when he won, it was a cloak he had to keep wearing or face the punishment of it.

In reality, Finnick is incredibly broken. It's bad enough that he's been a winner of the Hunger Games—a completely brutal and televised game show that pits 24 children from 12 Districts against each other in a battle royale type of situation. Only one can survive to become a winner—but after he won, he was used by the President of Panem as a prostitute. He killed during his Games, being only 14 at the time, and while he seems to be one of the more “stable” winners, it's clear that underneath his seductive charm, he's never quite gotten over the things he's had to do or the things that he's seen.

His true self is actually charming as well, but in a different way. The real Finnick has a self-deprecating humor, something that's a bit dark. He's all about finding the good things in life, even among the horror that he's been assaulted with. Humor, love, friendship. He doesn't get close to people, but to those he does, he's loyal. For example, his relationship with fellow Victor, Johanna Mason. Despite what happens to people you are close to, he is good friends with her. They are close enough that he trusts her judgment during situations and willing to have her watch his back. He also grows very close to Katniss Everdeen, especially while they are in District 13. He's the only one that knows what she's going through with Peeta being held captive. The same goes with Peeta Mellark. While he is not as close to the boy as he is Katniss, he likes him and does what he can to help both Peeta and Katniss after it's found out about the hijacking.

A big part of his motivations is his love for Annie, a fellow Tribute from his District. He learned early on that if he didn't do exactly as he was told, the people he loved would be killed. Have sex for money or secrets? No problem, because it kept Annie alive. But it's also because he wants to give her a better life. He joins in on the rebellion against the Capitol because he knows that he and Annie will never be safe otherwise. In general, he cares a lot for the people he does happen to be close with, including another fellow Tribute—Mags—who was his mentor when he was in the Games. After she sacrifices herself, he has a small breakdown.

Another part of his motivation is just his belief that the world they live in is wrong. Finnick wants to end the Hunger Games, as told by Annie when she votes against sending the Capitol’s children into the arena at the end of the series, stating that Finnick also would have voted against it, meaning he wouldn’t have wanted to do that to any more children. He joins up with the rebellion with what seems to be relative ease, even promising to protect Katniss—who is the symbol for the rebellion—at any cost. While Annie remains his primary objective in his life, after she is returned to him safely, he pulls himself back together, trains to enter the war, and even accompanies Katniss into the Capitol to bring the government down. He believes in what he's doing, and he believes in her.

One of Finnick's coping mechanisms is making complicated knots. Being from the fishing district, he had to learn at a young age how to swim, fish, and make nets. Knots calm him down and keep him busy for hours at a time, especially when he's reaching a breaking point. He can often become moody and withdrawn, during these breaking points, generally uncaring about his own life.

However, when he becomes determined, he is definitely determined. Once he has Annie back, he realizes what he has to do. It's join the military force under District 13 and stop Snow. Stop the Hunger Games. Stop what is hurting the people he cares about. Even before the events of Mockingjay and his breakdown, Finnick was part of the rebellion, willing to sacrifice his life in the Quarter Quell to make sure that both Peeta and Katniss lived. He isn't afraid to die for a just cause.

As someone who is both unstable and yet has the ability to act, Finnick would pretend to take the news easily enough. First off, he was within seconds of having his head bitten off by a giant lizard creature, so the idea of being between life and death doesn’t seem too bad. He was already going to die. However, on the inside, he would be freaking out. He’s obviously been given a chance at life, but there are things he’s left behind. He’s left Katniss to continue on without him, but mostly he’s left behind his beloved wife, the one person he wants more than anything. He would have a slight issue with coping and might be prone to extreme melancholy and act rather catatonic every now and then in the beginning.

Appearance:
Incredibly good looking, honestly. It’s one of his selling points in the Capitol, actually, and the reason why President Snow began selling his body at the age of 16. He’s well built and tall and tanned, with bronze hair and beautiful sea green eyes.

Chace Crawford is the PB I’m using for Finnick.

Abilities:
For the most part, Finnick is your average human. He's pretty strong and well-muscled, since his district is all about the fishing industry. He's an excellent swimmer, can fish and locate other delicious treats from the sea, is handy with CPR, and is very good at using a trident and spears. Knots are also one of his specialties, and he knows how to use nets with great proficiency. Together, his spearing and netting is a deadly combination, and what he used to win the Games. He’s also able to use guns and is capable of taking sniper shots, as he applied for that position in his unit (and was denied because he’s a former victor and needed to be on camera).

He also has the power of sex. Really good sex.

Inventory:
- One enhanced trident: some of the abilities it has include being able to return to Finnick after being thrown by pressing a button on a metal cuff around his wrist and an automatic blade sharpener. There are other abilities that aren't described in the books, though.
- One metal cuff around his wrist
- One nightlock pill, for all of his suicidal needs, should he need it
- One District 13 military uniform, complete with pants, shirt, and boots
- One assault rifle
- One thing of rope, about a couple of feet in length

Suite:
The Water Sector would suit Finnick perfectly. Of all the victors, he really has the most laidback and easy going nature, letting things go as they are and finding the good things that are there in life. Plus, water. Finnick. They go hand in hand, really.

In-Character Samples:
Third Person:

The first time Finnick had killed a living creature, he had been six. He had been with his father, small spear in his hand as he waded in the shallow water off the beach that wrapped around District 4. It was a powerful moment, feeling the energy of his weapon as it dove beneath the gentle waves and pierced the side of a fish.

During his Games, with the first tribute he killed, he remembered that moment. The boy was older than him, but almost pitiful in a way that should have made him feel bad about watching him struggle beneath the net he had woven together. His arm pulled back, trident poised. It was almost like spearing a fish. That was what Mags had said, before the Games begun. It was easier to imagine them as the same prey in the water he had come to rely on his entire life. To kill the others was the only way to ensure survival, the same as fishing.

His mentor was right; it was easier.

In his fear, the image of that fish popped into his head as he raced along the sewer line, the scent of human waste and roses attacking his nose. He could hear the mutts behind him, snapped. He had seen what they had done to those Peacekeepers. When he had first joined the rebellion, he knew there was always the possibility of a glorious death, and the man from District 4 thought he could handle it. But he had grown cocky, from his victories, from his ability to have what others couldn't.

Now he was just afraid. A sniveling coward, really.

A laugh bubbled up his throat, and he didn't hold it back from escaping his lips.

He was afraid to meet his own death, but he also knew that it was the only way now. Katniss had to go on. Snow had to be stopped. Isn't this what they were fighting and dying for? Still, even as the lizards clamped onto his back, he remembered his first kill and how the fish squirmed as he took its life.

Except he was the fish now.

He briefly wondered if Katniss would find the joke funny before there was nothing else to think.

Network:
[There is an incredibly beautiful young man on your screens, Tu Shanshu. He flashes a bright smile, all white teeth, but it doesn’t quite reaches his eyes. In fact, despite his seemingly happy expression, there’s something dark in those sea green eyes of his. Not that he’d ever admit it.] Now, I’ve seen some strange things in my life, mutts that are complete nightmare fuel and mockingjays that shouldn’t exist and a girl on fire. But never in my life would I have expected to find myself trapped somewhere that wasn’t an arena. Or Panem, for that matter. Are you sure that Snow isn’t behind all of this?

[He pauses for a moment, rubbing a hand over his face.] Doesn’t seem quite real. Maybe I’ve finally gone mad and they’ve dosed me up on morphling. [He nods then, more to himself than to anyone out there.] Annie would have loved this, I think.

[And then he flashes another grin.] My name is Finnick Odair, winner of the 65th Hunger Games. I come from District 4 in Panem. I’m friends with terrible people, loud and incredibly rude. [He slowly begins to clench his fingers into fists.] Tell me that I’m not alone. Please.
